Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just eight days before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these political entities, the report indicated.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she emphasized.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the performance of the PVV.

The right-leaning group of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
